A.V.I.S at Kew now vandalized!
Tue 14th Jan 2003, 01:49 PM
Reported by: onthespot
A.V.I.S (Abandoned Vehicle In Southport)

The second reported abandoned vehicle in Southport for 2003 parked on the bus stop (Meols Cop Road) right outside Kew Retail Park has now been vandalized.

The gold coloured Mitsubishi Colt now has a smashed rear window and the drivers door window has also been smashed.

Pictured below is the A.V.I.S abandoned in the bus stop outside Kew Retail Park (reported over a week ago).

Apparently with all the new regs it is going to cost over £100 TO SCRAP a car.

So there is likely to be an explosion in the amount of AVIS'es around the country.

I had to scrap a car recently, the scrap yeard advised me to abandon it, after shopping around the price varied form £30 to £175.
There are two cars on the cyclepath on the Formby By-Pass one has broken windows now, there was a van there for weeks too.

I spoke to a traffic warden on Eastbank Street yesterday. He told me there were a lot more abandoned cars than you imagine - perhaps a dozen or more this year already.
Has anybody seen the apparently abandoned Volvo on the top of Eastbank St bridge? Tax is expired and it is clamped. Been there a couple of weeks or more now.
If anybody goes for piccies (I'm sulking after you made fun of my camera), can they take one of the lamppost on Southbank Rd, nearest the roundabout - another cover missing and live innards exposed!

I heard on the news tonight that under new rule being brought in by the EU, all cars could cost approx £100 to scrap. There is talk of this being put onto the road tax, yet another charge on the law abiding citizen. The reason for this charge, is because in future cars cannot just be crushed, they have to split apart and plastics going here and metals going there, and so on, etc; etc;.

I suppose if it helps to stop this seeming casual dumping of old vehicles, then it may be a good idea. Unfortunately I think that some people will still continue to dump their cars, for others to dispose off.

You should see the abandond cars up the road from Harwich as you come off the ferry, some of them are burnt out.

Let's face it. There are finite resources and we must recycle. Those who use cars will just have to pay for the consequences. Taxes should be higher on the more expensive cars and the funds cascaded down so that all vehicles can be scrapped appropriatley. There will always be the odd unscrupulous person who creates an A.V.I.S, but the system should deal with this without the cost being met by (many non driving) council tax payers.

It has been said before (by me) if you know anybody who wants to "dispose" of an unwanted vehicle, ring Southport college. The motor vehicle dept needs cars (preferably running) for their students to work/practise on.

Contact them on 01704 500606 Motor Vehicle Dept.

I went up with Kew ward Lib Dem Councillor Terry Francis to view the Meols Cop Nissan a couple of days ago. It was still there, without even a notice or ticket on it to warn the 'owner' if he returned (fat chance) of when it would be removed.

It seemsto usthat there are other local authorities who have their act together rather better than Sefton do on this issue.

Here the council and police seem to deal with it as very low priority despite the fact that they can be a serious hazard (a recent fatal accident took place where the road was narrowed by one of these vehicles which mysteriously disappeared the next day - never traced). and the amount of resources from the DVLA which is menant to chase up alll untaxed vehicles is obviously hopelessly inadequate.

Pictured below Cllr Terry Francis at the Meols Cop AVIS.

On the way we passed, sitting on the pavement of Scarisbrick New Road, this untaxed yellow Escort cabriolet which has sat there with impunity 'on the highway' for months - highlighted by Cllr Maureen Fearn last year (see below)

But the dumped cars at the moment are just the tip of the iceberg. The car mountain of the future will make the present 'fridge mountain' look like a molehill.

All because the government decided to make the LAST owner of each vehicle pay the £100 or so recycling charge when a car is scrapped rather than (as put forward by the Lib Dems) load this cost at the 'new car' stage, where the person paying is wealthier and it is a small part of the purchase price.

The DVLC's failure to do anything about untaxed vehicles littering the roads of Southport is obvious in a five minute stroll down 'little' Shakespeare Street and Boundary Street:

and finally ....

OK so a couple of them have disks only 3 weeks out of date - but the point is nobody gives a monkeys. Two of the discless cars have tyres obviously deflated for long periods.
One of these made it difficult for a builders' lorry to park properly, so the driver got as close as he could but still blocked off a hearse returning to a funeral directors on Boundary street.

The hearse finally got through when the driver of the wagon was remonstrated with to move his front wheel which was sticking out into the roadway.

Thanks Tonio.... for all the pics of discless cars..... if you attended the Area Committee Meetings and the Police Forums you would know that these cars are low priot=rity on the Police list..... What would you rather the police spend their time on.... Solving crimes, policing our streets at night or spending all their time chasing the owners of cars that are dumped or haven't got tax..... There is not much that they can do... and it ttakes an awful lot of paperwork to do ANYTHING.....

As for the roadside sales of cars there is not much that can be done about that either.....

I would rather the police tried to make Southport safer for the residents than tracking down all the owners.

However I have to say that if MY car didn't have tax on it for a while you can bet your bottom dollar that I would get stopped and fined.... just my luck!

EPedoja you are probably perfectly aware that besides attending those committees off and on I have regular contact with both the local Chief Superintendant's dept and the Chief Constablee's office.

So I know that stationary untaxed vehicles are not a police priority - as indeeed ar not AVISs - nor are they for the Council at the moment it seems - but if you read my posting the point ist hat the DVLA is meant to have its own force of people out there sorting this out and procecuting. They are clearly underresourced for no good reason as they could pay for themselves 100 times over through fines with a quick trawl through Southport or any other town. Except of course the courts don't chase up the fines - but that's ANOTHER story of our sick society.

As for the vehicles being low priority, it appears that they are not 'low' but 'NO' PRIORITY. And getting away with being untaxed means they are uninsured too in most cases. When your nephew has been knocked down or your garden wall demolished by an untaxed uninsured car and you feel it is 'no problem' I might agree with you that this doesn't matter.

The lack of tax is just the most obvious 'symptom'. The other things are important - people who live in terraced houses in Southport should not have the proper access to their homes and businesses blocked off week in week out because one or two individuals leave untaxed wrecks on the streets with their tyres down.

Other towns DO find ways of dealing no only with this problem but with sales of cars from the roadside too. It does NOT have to involve the police - who OF COURSE have to make cerain things 'low priority' (including sometimes sadly youth disorder in outlying areas) because their resources were robbed by the last Conservative government (600 bobbies cut in Merseyside) followed by a bit more of the same treatment from Tony Blaair.

IF a car is causing an obstruction THEN the Police have a duty to ensure that it is moved......

If there is an abandoned car outside your property then call the council and keep calling until they put a notice on it and then keep calling until they remove it.

Make a nuisance of yourself and you may get some action a lot quicker than if you just moan to your neighbours.

but unfortunately the response in this towen to people trying to make a nuisance of themselves on dumped cars is very bitty. Last year I had a lady from Crossens (near the Plough) come back repeatedly that her regular representations about such a car were ignored for over six weeks!

But we keep trying.
